Is ES Legends meant to be a full-fledged game? So this is a proper threat?

I think it is a game like Hearthstone. What I am hoping is they are just using Legends as a way to start the conversation before FO76 hits. What is really important here in my opinion is Bethesda holding strong if Sony calls their bluff. I would assume Sony does care about this game as it will have micro transactions and they get a cut/fee.
