I think that came from the Survive the Ark account - the Twitter account for the game.

It was Jat, a community manager from Wild Card. Tuesday is an ETA if everything goes well, but not quite set in stone yet.

Keep in mind, MS will give a dev a timeframe, and you can sometimes figure +/- 24 hours from then. So it could be today through Wednesday. The last patch was release the day before MS told them it would be.
